They do not require professional photos to submit however, I can honestly say that kids who have professional shots to submit to the child modeling talent agencies have a much, much better chance of being seen and getting signed.  Additionally the child modeling talent agency will require headshots or modeling portfolios as soon as they sign your child and can't submit you for work or auditions until they have the modeling headshots.
